The second republican tourism exhibition "Visit Chechnya" will be held in the village of Benoy, Nozhai-Yurt district of the Chechen Republic on April 28, 2016. It will be opened by the acting head of the region Ramzan Kadyrov and the head of the Federal Tourism Agency Oleg Safonov.
As part of the event, they will hold a meeting during which they will discuss issues of increasing the attractiveness of Chechnya as a tourist destination.
Today the Chechen Republic is one of the dynamically developing regions of Russia. It is working hard to realize its tourism potential and create conditions for a comfortable, interesting and safe holiday for tourists on its territory. Evidence of the effectiveness of this work is the growth of tourist flow to Chechnya: according to the republican government, in 2015 the region was visited by 20% more tourists than a year earlier, and since the beginning of 2016 - 50% more compared to the same period last year.
Also in Chechnya, there is an increase in interest from foreign tourists. Last year, the republic received guests from Austria, Germany, the USA, Italy, India, South Korea, China, France, Jordan, Turkey, Belgium, Japan, Egypt, Greece, Georgia and Israel.
“The development of tourism in Chechnya is one of the most important state tasks. The region has good foundation to form a competitive tourism product and organization various kinds recreation. Chechnya has a rich cultural and historical heritage and unique nature. The strategic tasks for realizing the potential of Chechnya are the further development of tourism and supporting infrastructure, diversification and promotion of regional tourism products in the domestic and foreign markets.
Currently, the Chechen Republic is actively involved in the implementation of the Federal Target Program "Development of domestic and inbound tourism in Russian Federation for 2011-2018". Within its framework, on the terms of public-private partnership, the Kezenoy Am tourist cluster was built, which began work last spring. The visit to Chechnya of the Commissioner for Human Rights in the Russian Federation, Tatyana Moskalkova, was not announced. Her trip became known only after the fact - when Tatyana Nikolaevna flew to Grozny and first of all met with representatives of the power structures of the North Caucasian Federal District and the Chechen Republic. Moskalkova clearly stated the main reason for her trip: “A list (of killed residents of Chechnya), which was compiled from several sources: from a list published by Novaya Gazeta, (as well as) from citizens’ collective and individual appeals addressed to me. In total (in this list) 31 people ... "

Recall that in April, Novaya Gazeta, as part of a pre-investigation check, handed over to the Investigative Committee of Russia and the Commissioner for Human Rights of the Russian Federation the personal data of the killed residents of Chechnya. Two of them, according to our information, were detained at the end of February because of their homosexual orientation. 27 people were detained in December and January of this year in the course of counter-terrorism operations. Two more appeared on this list, according to information received at the initiative of Moskalkova herself. All these people, according to our data, became victims of extrajudicial executions.

It is fundamentally important to note that Novaya Gazeta has been writing about grave violations of human rights in this region for many years. But only the huge international outcry caused by publications about the persecution of gays in Chechnya forced the Russian authorities to sanction a pre-investigation check on the facts of extrajudicial executions, dozens of residents of the republic fell victim to them for various reasons this year alone.

For the first two weeks, the investigation was active, it was conducted by Igor Sobol, deputy head of the department of the Main Investigative Directorate of the Investigative Committee of the Russian Federation for the North Caucasus Federal District, who was well acquainted with Chechen realities. However, two weeks later, Sobol was transferred to another region, and the check was entrusted to an employee who had no experience in investigating criminal cases against Chechen security forces. After this castling, the investigation ceased to show signs of life, and instead of the period prescribed by law (from three to 30 days), the pre-investigation check dragged on for as much as five months. In the end, it got to the point that Tatyana Moskalkova, the Commissioner for Human Rights in the Russian Federation, expressed frank dissatisfaction with this fact: “We were dissatisfied with the duration of the inspection conducted by the Investigative Committee in the North Caucasus Federal District.” And - went to Chechnya.

The information that Tatyana Nikolaevna received during her trip finally lifted the veil of “investigative secrecy” and explained what exactly the Investigative Committee of Russia, represented by its two divisions, had been doing for so many months: the Investigative Department for the North Caucasus Federal District, which conducts the check, and the Investigative Department for Chechnya , formally having nothing to do with this check.

In close alliance with the Ministry of Internal Affairs of Chechnya, both of these units of the TFR are trying to fulfill, as one might assume, the task assigned to them: to refute the arguments of Novaya Gazeta about extrajudicial killings in the republic.

Resurrection of the dead

In Chechnya, Tatyana Moskalkova arranged a meeting with two people on the Novaya Gazeta list. The information that they were allegedly alive was announced by the investigation back in the summer, but for some reason the identities of these people were hidden, and their names became known only now, during the visit of the Ombudsman.

“We asked to make sure they were alive and invite them to a meeting,” Tatyana Moskalkova said at a press conference in Grozny. They came with passports. According to documented data from Novaya Gazeta, Yusupov and Muskiev were detained on January 9 and 10 during the so-called counter-terrorist operation. At the disposal of Novaya Gazeta there are photographs of both detainees, taken on the basis of the regiment of the police patrol service (PPSP) named after. Kadyrov. The January detentions were carried out for the most part by the employees of the PPSP. Kadyrov. In early January, the Chechen police received operational information about an allegedly planned attack on the 42nd Guards Motorized Rifle Division (Russian Ministry of Defense), located on the outskirts of the city of Shali. In this regard, raids were carried out in the Shali, Kurchaloy and Grozny regions. Dozens of men were detained and taken away from their homes. Three people were taken away from the Muskievs' house at once. Later, it was the Muskievs who were blamed by the Chechen authorities for preparing the attack.

"IN Lately in the village of Tsotsi-Yurt, as a result of carefully organized operational measures, young people were detained who were preparing to commit a series of high-profile grave crimes. Weapons, explosives and ammunition were confiscated. Among them is a family member of one of the bloodiest gang leaders Isa Muskiev, who was killed in 2006. Isa and his brother Ali accounted for more than a hundred killed residents of Tsotsi-Yurt.”

According to the documents at the disposal of the editors from the Ministry of Internal Affairs of Chechnya, Mokhma Muskiyev is in the police base as an "amir", that is, the leader of a bandit formation, the number of which, according to operational data, is at least 10 people. According to one of the employees of the Chechen police, who was directly at the base of the PPSP named after. Kadyrov on the night when the extrajudicial execution took place, 13 people who were considered "amirs" were the first to be executed. Including Muskiev Mohma.

After the list of those killed was published in July, Novaya Gazeta's information about the fate of Mokhma Muskiyev and Shamkhan Yusupov was independently confirmed by the Memorial Human Rights Center. Memorial employees received information directly from the relatives of Muskiev and Yusupov, already after the Investigative Committee announced two alleged survivors from the Novaya Gazeta hit list. It must be said that their relatives had no news of the resurrection of Mokhma Muskiev and Shakhman Yusupov at the time of the questioning by Memorial staff (mid-July).

That is why the version of the investigation that according to the operational reports of the Chechen Interior Ministry "amir" Mokhma Muskiyev is alive, well, has never been detained and is not prosecuted, raises very serious doubts. A similar story is with “a member of the gang group Abdulkerimov S.R.” Shahman Yusupov.

The question arises: if these people are dead, then who did Tatyana Moskalkova meet then?

We intend to hand over to Tatiana Moskalkova photographs of the detained Yusupov and Muskiev and operational documents of the Ministry of Internal Affairs for Chechnya in the near future, in order to understand with whom exactly the Chechen authorities and investigating authorities organized a meeting with the Commissioner for Human Rights of the Russian Federation. We also intend to ask the Commissioner to apply to the Investigation Department of the North Caucasus Federal District with a request to interview people who call themselves Mokhma Muskiev and Shamkhan Yusupov, in order to establish the fact and circumstances of their detention in January 2017, keeping them on the territory of the PPSP named after. Kadyrov, as well as about obtaining testimonies from them regarding other detainees appearing on the Novaya Gazeta hit list.

As for the third "live", first named by Tatyana Moskalkova during a press conference in Grozny, this Zelim Ustarkhanov, who allegedly lives in Moscow and did not come to Chechnya to meet with the Ombudsman.

According to Novaya Gazeta, Zelim Ustarkhanov, a resident of the city of Argun, was detained on February 21, 2017 and taken to the detention center of the Ministry of Internal Affairs of the city of Argun due to being in a state of drug intoxication.

In the course of studying the contents of his smartphone, Argun police officers obtained an extensive database of Chechen gays, information about it even reached the leadership of the republic. So a massive campaign against local gays began in Chechnya.

According to Novaya Gazeta, until early March, Zelim Ustarkhanov was kept on the territory controlled by the Ministry of Internal Affairs of the city of Argun, in premises at the address: Kadyrov Street, 99b. He was not subjected to torture, as he actively cooperated with the police.

In early March, Zelim Ustarkhanov was handed over to his relatives (father and brother), who came to pick him up in a car white color. Several people who at that time were kept in the “secret prison” in Argun became eyewitnesses of this situation. The testimonies of these people are at the disposal of Novaya Gazeta. Witnesses to his release (survivors) told us that his relatives handcuffed him and took him away. Law enforcement officers guarding the Argun prison told the rest of the detainees: “If you have men in your family, they will kill you like Zelima.”

Since the beginning of March, Zelim Ustarkhanov has not made contact with his friends, has not used his social media accounts, and nothing was known about his fate. From the statement of Tatyana Moskalkova at a press conference in Grozny, it follows that she also did not see him and did not talk to him.

If Ustarkhanov is indeed alive, then he is the most important witness in the case of the persecution of gays in Chechnya, and we will ask Tatyana Nikolaevna to achieve state protection measures against Ustarkhanov.

"Death by Natural Causes"

According to the investigation, transmitted and voiced by Tatyana Moskalkova, two residents of Chechnya, appearing in the list of Novaya Gazeta as killed, actually died of "natural causes": a heart attack and a hypertensive crisis.

In this case, we are talking about a resident of the village of Kurchaloy Said-Ramzan Ramzanovich Abdulkerimov and a resident of the village of Gekhi Arbi Musaevich Altemirov.

“My colleague Ivan Solovyov went to the burial place in order to meet with relatives and get acquainted with documents, with death certificates,” Moskalkova said at a press conference. We have a video recording of the meeting with these people. With relatives, their graves, copies of death documents…”

Ivan Solovyov told about his conversation with relatives of Abdulkerimov and Altemirov:

“On behalf of the Commissioner, two trips were made to the village of Kurchaloy and the village of Gekhi, where they managed to visit the burial sites of Said Abdulkerimov and Arbi Altemirov on the spot. I met with their closest relatives, who told me what they were doing. They worked all their lives: Said is a carpenter, Arbi is<работал в> agriculture. The causes of death were hypertension and heart attack. I spoke to the clergyman who performed the posthumous rites and confirmed everything. The picture is clear: people have gone through a decent life. Relatives asked to put an end to all studies, because this attention, of course, is not very pleasant ... "

In the operational base of the Ministry of Internal Affairs of the Chechen Republic, Said-Razman Abdulkerimov is treated as an "amir" of a bandit formation. He was detained in January of this year, his data is in the photo table of the detainees, available to Novaya Gazeta. According to Memorial Human Rights Center, the family of Said-Ramzan Abdulkerimov was able to get his body for burial (perhaps this was facilitated by the fact that Abdulkerimov's brother was a police officer, he was subsequently dismissed from service).

There are understandable reasons why relatives may stick to the “heart attack” version and why they would object to finding out the real cause of death of their loved one. However, according to the law, the wishes of relatives have no legal force in the case when it comes to a possible murder. The certificate of death issued to relatives and shown by them to the Commissioner for Human Rights, according to the law, is also not a document of probative value. In the event that there is a suspicion of murder, the law obliges an autopsy to be performed. And for this you need to insist on exhumation.

The situation is similar with Arbi Altemirov, who allegedly died of a “hypertensive crisis”.

On the 20th of March, a verified source of Novaya Gazeta in Chechnya reported the violent death of Arbi Altemirov, a member of the jury of the popular Chechen television contest Sinmekhallash (the Chechen analogue of the television program Voice). We found out that Arbi Altemirov is a resident of the village of Gekhi, about 50-55 years old, a Russian language teacher by education. The source said that Altemirov was abducted at the end of February. Finding out the fate of Altemirov, we were able to find out that he was held in the building of the former police department at the address: Argun, Kadyrov street, 99b. In early March, Altemirov, who was in critical condition, was handed over to his relatives.

By the time of the first publication of Novaya Gazeta about the persecution of gays (), information about the fate of Arbi Altemirov was confirmed by a large number of sources. Subsequently, we also received eyewitness accounts - those who were in the same prison as Altemirov. Testimonies were received from people who did not know each other. All of them were in the Argun prison in late February-early March 2017 on suspicion of being homosexual. All the witnesses describe in exactly the same way the injuries sustained by Altemirov as a result of the most severe torture: torn ligaments in the groin area, rotting wounds on the legs, accompanied by a strong smell, multiple fractures.

“When he was given to his relatives, he was not a man, but a bag with broken bones,” said one of the eyewitnesses.

Tatyana Moskalkova's message that Altemirov is really dead is, in fact, the first official confirmation of his death. Until now, the question of where one of the brightest representatives of the Chechen intelligentsia suddenly disappeared without a trace has not been answered. Now this answer exists: he was found buried in his native village, as a modest agricultural worker.

Death in the hospital

During her trip to Chechnya, Tatyana Moskalkova and her staff were able to record at least five burial sites of people appearing on the Novaya Gazeta list. Now it is no longer possible to destroy these graves, or to replace the bodies (DNA examination will establish the fact of substitution). That is, by her actions, Tatyana Moskalkova provided tremendous assistance to the investigation, in the event that it still decides to order an exhumation. This is an extremely important result of the visit of the Commissioner for Human Rights to Chechnya.

At a press conference in Grozny, Tatyana Moskalkova also spoke about the official version of the death of three residents of Chechnya detained in December: Ismail Bergaev, Askhab Yusupov and Madina Shakhbiyeva. These people were wounded during a counter-terrorist operation and taken to a hospital in Grozny on December 18, 2016. So far, there have been several explanations for their deaths.

Initially, it was reported (this information was published in the federal media) that these detainees had been operated on, their lives were out of danger, and they were giving evidence to the investigation. However, on December 25, the "Caucasian Knot" reported on the execution of these three detainees right in the courtyard of City Clinical Hospital No. 9 in Grozny. The official authorities of Chechnya categorically denied this fact, but the detainees were not publicly presented (although this was how it was easy to dispel all suspicions). HRC "Memorial" got involved in the situation. For six months, he sent requests to the investigating authorities of Chechnya, trying to find out the fate of Bergaev, Yusupov and Shakhbiyeva.

Memorial managed to find out that criminal case No. 31431 had been initiated against them for attacks on law enforcement officers. Official bodies refused to inform human rights activists whether these people are alive and where they are being held.

Now, after the publication of the Novaya Gazeta list, in which Bergaev and Yusupov appeared, the fact of the death of all three (including Shakhbieva) was finally recognized and the official version was announced that all of them allegedly died on December 20 in City Clinical Hospital No. as a result of the injuries received.

Tatyana Moskalkova received access to post-mortem forensic examinations, however, due to reasonable doubts about the cause of death of these people,

the conclusions of this examination must be confirmed by a new commission examination carried out outside of Chechnya. Why is it necessary to organize the exhumation of the bodies of the dead.

Lost-departed

On the very first day of the Plenipotentiary's trip to Chechnya, the official media (TASS) spread the news about the criminal cases allegedly initiated by the Chechen Ministry of Internal Affairs and the Chechen SUSK on the fact of the disappearance of the defendants on the Novaya Gazeta hit list.

This news was initially based on legal nonsense: since the Criminal Code of the Russian Federation does not contain the article “Disappearance”, but there is “Murder” (105 of the Criminal Code of the Russian Federation) and “Kidnapping” (126 of the Criminal Code of the Russian Federation). If such criminal cases were indeed initiated by Chechen law enforcement officers under these articles, it would be a sensation. However, the sensation did not happen.

According to updated data, criminal cases have been initiated against the missing persons themselves: under “terrorist” articles (obviously, 205 and 208 of the Criminal Code of the Russian Federation). Thus, according to the version of the Chechen SUSK and the police, the people from the "Novaya" list did not disappear at all, but "went to Syria."

At the same time, at the press conference of the Commissioner, it was confirmed that these cases appeared precisely after we handed over to the investigation a list of victims of the January execution in April - Ivan Solovyov, an employee of Tatyana Moskalkova’s apparatus, mentioned May and June.

It is quite clear to us that

in this way, Chechen law enforcement officers are trying to explain the fact of the disappearance, or rather, the death of these people. The death that occurred after these people were detained by the Chechen police in December-January, and evidence of their detention was documented.

It is also obvious to us that the Investigative Department for the North Caucasus Federal District leaked information and handed over the Novaya Gazeta list to the Chechen division of the Russian Investigative Committee. We assume that this was done so that the Chechen investigators and police officers could construct an official version about the departure of all these people to Syria. After all, it was then, in May-June of this year (and not in January, when these people were detained), that criminal cases appeared under “terrorist articles”.

At the same time, relatives of people who were posthumously declared “terrorists” repeatedly filed statements about the abduction of their loved ones by Chechen police officers. And the Chechen SUSK answered the applicants that their appeals had been transferred to the Main Investigation Department for the North Caucasus Federal District for inclusion in the materials of the pre-investigation check being carried out there. The last of these responses date back to the end of July, that is, they were sent after the Ministry of Internal Affairs for Chechnya and the SUSK for Chechnya began to investigate cases of a “terrorist orientation” in which the missing men became defendants.

In fact, the intervention of Tatyana Moskalkova forced the Chechen law enforcement officers to hastily pack a convenient structure into the procedural framework, which allowed them to attribute any murder with impunity to the “Syrian factor”.

Novaya Gazeta knows that in January-February 2017, relatives of the missing young people were invited to the Ministry of Internal Affairs for the Chechen Republic, where they allegedly

in the presence of Deputy Interior Minister for Chechnya Apti Alaudinov and a representative of the Human Rights Council under the head of Chechnya Kheda Saratova, they were openly forbidden to write anywhere and complain about the disappearance of their loved ones. The audience was told that their husbands and sons were bandits who had gone to fight in Syria, and therefore they should not be searched for.

But even after this ban, people turned to the Republican Investigative Committee, wrote to the Commissioner for Human Rights in Chechnya, Nurdi Nukhazhiev, and asked for assistance in finding relatives. The editorial office has copies of these appeals, the very first of them are dated January, and the last - July. Sluggish answers came from the Chechen SUSK and from Nukhazhiev, from which it did not at all follow that the missing people were wanted as criminals, or even (as it turned out now) were arrested in absentia by the court.

When in July in " Novaya Gazeta“A list of executed people was published, a stream of appeals from relatives went to the name of the Russian Ombudsman. Openly naming their names, these people reported how their husbands and sons were taken away from home by the police, about their own futile attempts to investigate inside the republic, as well as about threats from law enforcement officers.

The Office of the Ombudsman organized several videoconferences with the applicants, documenting their testimonies. At the same time, the first statements from relatives addressed to the head of the Investigative Committee of the Russian Federation Bastrykin appeared. Tatyana Moskalkova informed the investigating authorities of her own control over the course of the investigation.

It soon became known that the applicants were being intimidated. People in Sobrovo uniforms came to them and forced them to sign blank forms. Passports of missing relatives were confiscated from many (assuming that these passports could later be “discovered” in Syria, we asked people who still had passports of their loved ones in their hands to photograph them against the backdrop of a fresh newspaper with a release date).

September 4-6 swept through the republic new wave repressions: relatives of missing people (mostly men) were summoned to the police department, where they were intimidated, demanding to stop communicating with federal law enforcement agencies and the Ombudsman. Here are literal quotes from correspondence with relatives: “They held us all day. They said that if we continue to write everywhere, our house will be burned, we ourselves will be thrown out of the village. And that you will not return the eldest son, and now we must think about the younger ones.

“They say: your entire Internet is under surveillance. If you write again, we'll shoot you."

Novaya informed Tatyana Moskalkova's apparatus about all these threats.

During her current visit, she expressed her intention to personally meet with people who turned to her, and that same evening we received a lot of messages from Chechens about new visits by police officers: “Father was called to the Ministry of Internal Affairs, they said that they might call him, and he will have to tell her that her brother went to Syria, and what is written in the statement is not true. They threatened to set the house on fire. Well, the family, as usual, was mentioned. Information about the threats is also confirmed by the BBC.

We informed Tatyana Nikolaevna about the pressure that is being exerted on the applicants, and we want to hope that she drew the right conclusions from her meetings with them.

Repeatedly during a press conference in Grozny, Tatiana Nikolaevna emphasized that she would continue to carefully monitor the progress of the investigation: "The Commissioner has such a right in accordance with federal law, and I intend to use it." In addition, one should not forget that it was Tatyana Moskalkova who informed President Putin about massive violations of human rights - live, on one of the central channels.

These few days spent by Tatyana Nikolaevna in Chechnya, despite the inaccurate attempts of the Investigative Committee to hide the real circumstances of what happened, pushed the investigation far ahead. Lacking, in fact, procedural possibilities, she, as her visit demonstrated, can set up beacons and direct the investigation in a constructive direction.

Having dwelled on the successes in the development of the tourist cluster in the region, the Head of the Chechen Republic emphasized that everything must be done so that a visit to the Chechen Republic would give guests joy and unforgettable impressions.

“We are dynamically developing the sphere of tourism and recreation. Thousands of tourists from all over Russia and foreign countries come to us. The Kezenoy-Am complex was opened, the world-class Veduchi project is being implemented. We must show the whole world that a visit to Chechnya will bring great joy and unforgettable impressions to every guest of the republic. I am sure that this exhibition will also contribute to the popularization of the region's tourism potential,” R. Kadyrov said.

Oleg Safonov, head of the Federal Agency for Tourism, noted a significant increase in the number of tourists who came to the Chechen Republic last year.

“Chechnya is a wonderful, safe and interesting region for the development of tourism. The indicators are objective, they fix the growth of tourist flows. Over the past year, the number of tourists who came to Chechnya increased by 50 percent, reaching a level of 70,000 people. This year there are plans, and they are absolutely real, that more than 100 thousand people will visit the republic. Today's exhibition shows the possibilities of the republic, all regions of the Chechen Republic are represented here, the unique culture, art, traditions of the Chechen people are demonstrated. I wish good luck to the tourism industry in Chechnya. I want to thank Ramzan Kadyrov for the attention he pays to the development of tourism in the republic and I am convinced that the prospects for the development of tourism in the region are colossal,” said O. Safonov.

It should be reminded that the exhibition "Visit Chechnya" presents stands of the cities of Grozny and Argun, municipal districts of the region, museums, hotels and souvenir production enterprises. The event will include presentations of travel agencies and tour operators operating in the Chechen market. All guests will be able to taste national cuisine and appreciate the creativity of local dance groups.

Currently, the Chechen Republic is actively involved in the implementation of the federal target program "Development of domestic and inbound tourism in the Russian Federation for 2011-2018". Within its framework, on the terms of public-private partnership, the Kezenoy-Am tourist cluster was built, which began work last spring. The second republican tourism exhibition "Visit Chechnya" will be held in the village of Benoy, Nozhai-Yurtovsky district of the Chechen Republic on April 28, 2016.
